Under Homeland Security Presidential Directive 5, the President ordered the Director of Homeland Security to update the National Response Plan to an all-discipline, all-hazards approach to domestic incident management. A requirement of HSPD-5 is the development of a National Incident Management System (NIMS). NIMS was designed to standardize incident response management for all levels of government.
